GEORGE N. ADDY

George Addy is a partner in the Canadian law firm of Osler Hoskin & Harcourt LLP specializing in competition law, administrative and regulatory law as well as advising clients on public policy and corporate strategy matters.

Prior to joining Osler Hoskin & Harcourt LLP, Mr. Addy was President of ADVACON INC., a consulting firm specializing in strategic and corporate development advice to the legal, corporate and government sectors. Before starting ADVACON INC., George was Executive Vice-President and Chief General Counsel of BCT.TELUS Communications Inc., Canada's second largest telecommunications firm. As a member of the senior executive committee his responsibilities for the BCT.TELUS group of companies and its 25,000 employees included law, regulation, government and community relations, security, general (administrative) services, corporate and marketing communications, flight operations as well as the corporate secretariat. He had similar responsibilities as well as human resources for the TELUS group of companies prior to its February 1999 merger with BCTel.

In 1993 the Federal Cabinet of the Government of Canada appointed George Director of Investigation and Research (now Commissioner of Competition) at Industry Canada's Competition Bureau. As head of the Bureau, he was responsible for enforcing the Competition Act and for initiating and implementing legislative and policy review of the statute. George also represented Canada internationally at bilateral and multilateral meetings. At the OECD, he was Chair of the Competition Law and Policy Working Party and was Co-Chair of the OECD's Joint Trade and Competition Law Working Group. He also has experience in competition and antitrust law as head of the Bureau's Mergers Branch from 1989 to 1993 and before that as counsel to the Bureau as well as private sector clients in both civil and criminal matters. Prior to 1989, George was a partner in another Canadian law firm where his practice focused primarily on administrative law, Competition Act and Investment Canada Act matters. He has represented clients in numerous provincial and federal court proceedings as well as judicial inquiries.

George received his B.A. and LL.B. degrees from the University of Ottawa and attended the London School of Economics and Political Science. He was admitted to the Ontario Bar in 1979 and to the Bar of Alberta in 1999. Fluently bilingual, George is a frequent speaker at specialist conferences in Canada and abroad, has authored several articles on competition law matters and is co-author of the first Canadian loose-leaf service on competition law, Competition Law Service (Canada Law Book Limited). George is a member of the Canadian, American and International Bar Associations and is an active member of various antitrust, communications industry and business law committees. George is also a Director of the Canadian Chamber of Commerce (Chairman: International Strategic Advisory Committee) and the Canadian Unity Council (Chairman: Audit Committee). George is a past director of the TELUS Bright Futures Foundation and the University of Alberta's TELUS Centre for Professional Development (Member: Governance Committee). He is also a member of International Chamber of Commerce working groups dealing with trade and competition law matters.
