1959 - Admitted to the Bar of Quebec;

1959-1960 - Studies in international relations at the London School of Economics;

September 1960 - Joined the Department of External Affairs;

1962 to 1964 - Third Secretary and Vice-Consul at the Canadian Embassy in Czechoslovakia;

1965 to 1968 - First Secretary and Consul at the Canadian Embassy in Cuba;

1971 to 1975 - Deputy Permanent Representative of the Canadian Mission to NATO;

1975 to 1977 - Adviser to the Secretary of State for External Affairs;

1977 to 1978 - President of the Policy Analysis Group;

1978 to 1979 - On loan to the Privy Council office;

Adviser to the Prime Minister on international affairs; Assistant Secretay to Cabinet;

1979 to 1981 - Director General of an Economic Bureau at the Department of External Affairs;

1981 to 1982 - Ambassador to Saudi Arabia with accreditation to North and South Yemen , Oman and Somalia;

1982 to 1986 - Economic and Commercial Minister at the Canadian Embassy in Washington;

1986 to 1987 - Assistant Deputy Minister for Personnel at the Department of Foreign Affairs;

1987 to 1990 - Assistant Deputy Minister for European Affairs;

1990 to 1994 - Ambassador to Switzerland;

1994 to 1996 - Ambassador to the European Union in Brussels;

1996 to 2000 - Ambassador to the French Republic
